The Mark Moves Forward in Downtown State College

Landmark Properties, CUBE 3, and H+O Structural Engineering are delivering The Mark, a 12-story student housing high-rise at 444 E College Avenue, directly across from the Penn State campus. With 159 units and 515 beds, three levels of underground parking, and nearly 15,000 square feet of commercial space, The Mark represents the final project approved under the borough’s now-repealed Signature Development Overlay and is expected to reach completion in 2028.

Final Plan Approval Sets the Stage

Following two years of zoning review and program refinement, The Mark received full development approval in 2025. The project met the overlay’s 40 percent non-residential threshold, unlocking bonus height to reach 155 feet. Key conditions, including traffic study, commercial fit-out, and affordable housing contributions, have been resolved.

With the overlay officially repealed in late 2022, The Mark stands as the last high-rise to qualify under the former zoning bonus. Its timing reflects a final window of opportunity. Landmark is set to deliver a signature mixed-use asset on one of the borough’s most prominent corners.
